Safeguards must not be removed from tools under any circumstances. For instance, a portable circular saw (that has a blade greater than 5.08 centimeters or 2 inches) should always be outfitted with guards. The entire blade of the saw should be covered with an upper guard. The teeth of the saw should be covered with a retractable lower guard except when the saw touches the work surface. The lower guard should return to the covering position automatically when the tool is removed from the work surface.
